In most countries, the difference between a taxi and a private car is obvious. In Italy it is also a legal one. Private chauffeur services operate under a specific licence called NCC, and the rules they follow explain a lot about how booking, pricing and pickups work. If you are planning a trip to Milan, understanding the three main options will help you choose the right one for each journey.
What NCC means
NCC stands for noleggio con conducente, literally hire with driver. It is the Italian licence for chauffeur-driven vehicles. An NCC operator must hold an authorisation from a municipality, keep a registered base where its vehicles are kept, carry commercial insurance for passengers and use vehicles registered for this service. Elite Royal Cars is a licensed NCC operator based in Milan and has been running since 2012.
The most visible rule is that NCC vehicles are booked in advance. They cannot be hailed in the street and they cannot wait at taxi ranks. That is why your driver is waiting for you by appointment, with your name on a sign, rather than parked in a queue.
How taxis work in Milan
Milan's taxis are white, licensed by the city and can be hailed, found at taxi ranks or called by phone or app. Fares are calculated by the meter according to tariffs set by the city, with fixed fares on some airport routes. Taxis are a good choice for short trips within the city when you do not need a specific vehicle and are happy to wait in line at busy times. At peak hours, during big events or late at night after a cluster of flights, the queues at ranks can be long.
Where ride-hailing apps fit
International ride-hailing apps operate in Milan, but not in the same way as in many other countries. Private individuals driving their own cars for apps are not permitted in Italy. In practice, the premium options you see in these apps are provided by licensed NCC drivers, and availability and pricing vary with demand. For a quick ride in the city this can be convenient; for an airport arrival with luggage, a long-distance trip or a full day of meetings, you have less control over the vehicle and the price.
The advantages of booking an NCC directly
Booking directly with an NCC operator gives you a fixed price in writing before the trip, a confirmed vehicle class, flight tracking, included waiting time at airports and a driver who knows the itinerary in advance. Our prices include VAT, fuel, tolls and parking, so the amount you agree is the amount you pay, whatever the traffic. For companies, every ride comes with a proper invoice.
It also gives you choice of vehicle. Our fleet consists of Mercedes E-Class and S-Class saloons, Mercedes V-Class vans for up to seven passengers and the Sprinter Luxury VIP for up to eight with luggage. A taxi rank cannot promise any of these.
Which option for which trip
For a five-minute hop between two addresses in the centre, a taxi is often the simplest choice. For an airport arrival, especially from Malpensa or Bergamo, a booked chauffeur avoids queues and gives you a known price. For long-distance trips to the lakes, the mountains or Switzerland, an NCC is usually the only practical door-to-door option. For a day with several meetings, an hourly booking keeps the same car and driver with you throughout.
Checking that a service is licensed
If you book a private driver in Italy, it is reasonable to ask for the operator's NCC authorisation and to make sure you receive a written confirmation with the price. Licensed operators are happy to provide this. Avoid drivers who approach travellers inside airport arrival halls offering rides; they are not part of any organised, insured service.
